Changes for 2.2 release

Changes for lilyCore release 2.2:
o Messages going into personal review buffers are first filtered by
the event manager's notify system.
o /REVIEW with no arguments will now give a usage statement instead of
showing the entire personal review buffer.
o /REVIEW now accepts the keyword ALL to show the entire buffer.
o /REVIEW now accepts all all timeframes and filters in conjunction
with the COUNT option.
o /REVIEW now accepts both the EVENT and the USER filter in the same call.
o /REVIEW now accepts it's arguments in arbitrary order.
o The review manager now automaticly generates an event for each review
buffer announcing a change of day.
o /REVIEW now accepts the options TODAY and YESTERDAY, which should be
self explanitory.
o /REVIEW now accepts the option DET as a synonym for the option DETACH.
o /TIMESTAMP now accepth the SYSMSG event.
o $SETUP now removes the "Pa" event for sites that remove the /pa command.
o The event handler now generates an apropriate "Unidle" event before a
"Rename" event.
o Users who idle to death now have thier review buffers cleared.
o /REVIEW now accepts the options SET and MARK to allow review starting at
an arbitrary point.
o $string_utils now supports the verb :parse_timestr to translate strings
of the form "1h15m30s" to seconds.
o The help manager now understands help indexes on other objects.
o The review manager now provides it's own help index.
o $SETUP now removes the "Rename" event for sites that remove the /rename
command.
* Idle-To-Death now works properly
o Discussion events expire after two weeks in the discussion review buffer
