2.6.4-cr4

  This release contains only four altered verbs. For this reason, I have
chosen not to diff against the 2.6.4 release, but rather the 2.6.4-cr3
release. If you need to patch a 2.6.4 Core, then combine this release with
the previous one.

CHANGES:
o Removed debugging code from waterlogin which resulted in the NOTICE for
  blurbs being sent with an appended number (car).
o Changed the name challenge so it is not sent during reattach (car).
o Added the user doing /DEPERMIT OTHERS to the permitted list (car).
o Removed the destroy notification is there is no one to tell, this
  prevents the members from being double notified (car).
o Added notification of the acting user when they depermit a particular
  user (car).
o Disabled notification of users who are explicitly depermitted when a
  discussion is made public (car).
